Vast swath of northeastern China threatened by flooding as rivers rise above warning levels BEIJING (AP) — A vast swath of northeastern China is threatened by flooding as at least 90 rivers have risen above warning levels and 24 have already overflowed their banks, state media reported Tuesday. Crews are standing by to defend homes and farmland across the Songliao Basin north of Beijing, which encompasses more than 1.2 million square kilometers (482,200 square miles). The area includes parts of four provinces and several major cities with a total population of almost 100 million. Tens of thousands have already been moved to safety. Reservoirs have been partly drained and overflow areas prepared to handle the high waters, the reports said. Ten rivers are already running at historically high levels, they said. Much of China is having a particularly damp summer, with 142 people killed by flooding in July and dozens more this month. In the western city of Xi’an, the death toll from a landslide rose by three to 24 on Tuesday with three others still missing. Rescue teams totalin...

Why tensions have been growing along NATO’s eastern border with Belarus WARSAW, Poland (AP) — Poland is deploying thousands of troops to its border with Belarus, calling it a deterrent move as tensions between the two neighbors ratchet up. Those tensions between Poland — a NATO and European Union country — and Belarus, which is Russia’s ally in its war on Ukraine, have been building up in recent months on the border. Here is why: ORIGINS OF THE TENSIONSPoland has been backing the Belarusian opposition ever since the 2020 presidential elections, where pro-Russian Belarusian leader Alexander Lukashenko won a sixth term in a vote that Poland and the wider Western community saw as rigged. In 2021, Belarus began organizing and pushing thousands of migrants from the Middle East and Africa across the border into Poland. The move is seen by Poland and the EU as planned with the Kremlin and intended to cause instability in Europe. Poland’s right-wing government, hostile to the idea of accepting migrants, built a $400,000 wall that substantially reduced the...

Home Depot tops expectations again, but signs of spending pullback by Americans ATLANTA (AP) — Home Depot topped profit and sales expectations in its most recent quarter, but sales continued to decline as inflation and soaring interest rates play a larger role in the spending choices made by Americans. Second quarter revenue was $42.92 billion, edging out Wall Street expectations for $42.25 billion, according to a survey of industry analysts by Zacks Investment Research. Yet that’s down 2% from the $43.87 billion that nation’s largest home improvement retailer reported during the same stretch last year, and sales have fallen 3.1% through the first half of the year compared with 2022. Despite the stronger-than-expected sales figures, Home Depot on Tuesday stuck to previous guidance for the year, seeing sales decline between 2% and 5%, after lowering its forecast in the last quarter. It’s the first time the chain forecast declining annual sales since 2009 when the U.S. economy was decimated by a massive housing bubble. There are signs that consu...

Hawaii works to identify 99 confirmed dead after Maui wildfires as teams intensify search LAHAINA, Hawaii (AP) — Hawaii officials worked painstakingly to identify the 99 people confirmed killed in wildfires that ravaged Maui and expected to release the first names Tuesday, even as teams intensified the search for more dead in neighborhoods reduced to ash.A week after a blaze tore through historic Lahaina, many who survived have started moving into hundreds of hotel rooms set aside for displaced locals.Crews using cadaver dogs have scoured about 25% of the search area, the police chief said Monday. Gov. Josh Green asked for patience and space to do the search properly as authorities became overwhelmed with requests to visit the burn area. “For those people who have walked into Lahaina because they really wanted to see, know that they’re very likely walking on iwi,” he said at a news conference on Maui, using the Hawaiian word for “bones.” Just three bodies have been identified so far and officials will start releasing names on Tuesday, according to Maui Police Chief John ...

LCRA enters Stage 2 drought response; asks water cutback of 10-20% AUSTIN (KXAN) – The Lower Colorado River Authority said Monday it entered the second stage of drought response and asked water customers to cut back water use. The agency said the combined storage in Lakes Travis and Buchanan, the two water supply reservoirs in the Highland Lakes, fell below 900,000 acre-feet over the weekend. That is about 46% of capacity. An acre-foot is 326,000 gallons of water. LCRA said it asked all firm water customers (municipalities, water districts and industries) reduce use by 10%-20% and implement mandatory water restrictions.“We have enough water, but we don’t have enough water to waste,” said John Hofmann, LCRA executive vice president of Water.“The easiest and most direct way to reduce discretionary water use is to cut back on watering landscapes,” Hofmann said. “Individual homeowners have a responsibility to use water wisely and without waste,” he said. “A healthy yard needs less water than you may think.
